Board failed for PicoZed FMC Carrier Card V2 + SOM7030

Dear,
I had board PicoZed FMC Carrier Card V2+SOM7030 on 2017/9, but recently found that it could not work properly. Is there any one could help me to quickly check the board. Thank you.
The condition is:
1.After power on (SW7), the LED D5 (VIN_HDR) be light, but LED D3(FPGA_DONE) and D4(PG Module) will not light at sd_card boot mode or QSPI or JTAG mode.
2.USB to UART could be connect from host properly.
3. Switch to sdcard boot mode, my previous linux example boot.bin code could not run. (there are any message in UART terminated tool.)
4.Switch to JTAG mode, SDSOC2016.4 also could not detect 7030 chipset.
5.I check the Voltage of TP18, TP13, it is zero voltage.

Please make sure the PicoZed SOM is properly mated to your FMC V2 carrier card. Based on what you stated, not all the rails are properly coming up. Is D3 on your SOM illuminated? Do you have another SOM you could try with your Carrier Card, or vice versa? Have you been using this SOM for a while or is it fresh out of box? Are you using the power supply that came with the Carrier Card?

Thanks for your reply, I do not have another SOM board. I purchase "PicoZed Smart Vision Development Kit" (include camera/V2 carrier/7030SOM) from Taiwan agent at 2017/9. But Taiwan agent did not support checking or repair by the reason of over three months Warranty.
I had used this board for three month (rebuild video_cmd example and others by SDSOC tool...), I also had tried to re-setup all boards again, but it all failed. Would you have any other quick checking method or any contact window for repair service? Thank you.

For SOM board, I checked

For SOM board, I checked below:
U14's C178 output 1.8V =>ok
U12's C172 output VCCO_DDR3 is zero voltage
U13's  D3 LED not be illuminated.
So maybe the component U12 or U13 failed? Is right?

It sounds like something

It sounds like something might be damaged but I'd like a little more info. Could you power up and tell me what each of the voltages read on J12 on the carrier? I'd like to see what supplies are active and which are not coming up. My suspision is something to do with the I/O enable signal which is triggered off of 1.8V power good.

"VIN_HDR pin"=5.91V
1.8V pin=0.35V
1.2V_AVTT pin=0V, 
VIN pin=14.17V,
1.0V AVCC pin=0V,
VCCO_13 pin=0V ,
VADJ_34/35 pin=0V

Strange, you are reading over 14V on Vin? Are you using the external supply or the PCI card edge for power?

Try removing the PicoZed from

Try removing the PicoZed from the carrier and powering up the carrier alone. Do you still read 14V on Vin and 5.9V on Vin Header? Vin_HDR should be regulated to 5V. Are you using the wall supply that came with the carrier?

Yes, I use the wall supply

Yes, I use the wall supply (110V, 60Hz) and Avnet's power adapter (output 12V, 5A).
But I found that the voltage of VIN &VIN_HDR will change large and the range will be up to one voltage (like VIN=11.9V~13V).
The voltage of "J12" as belows after removing PicoZed:
"VIN_HDR pin"=5.2~5.5V
1.8V pin=0V
1.2V_AVTT pin=0V, 
VIN pin=11.9~13.0V,
1.0V AVCC pin=0V,
VCCO_13 pin=0V ,
VADJ_34/35 pin=0V

It concerns me that you are

It concerns me that you are reading that much higher than 5V on VIN_HDR. What you measured is still below the max Vin for the SOM, but it shouldn't be outputting that high. Makes me concerned there may be something misbehaving on the carrier.

When you measure that voltage, is the heatsink fan plugged in? Trying to determine if anything else is loading the 5V.

These Picozed development kits did not provide any fan on carrier or SOM boards. 
And Is there any other problems except the VIN_HDR for the carrier board?
In addition, for SOM board,  Is there any comments for the voltage I measured before like below:
U14's C178 output 1.8V =>ok  (VIN_HDR 5V -> U14 dc to dc component-> 1.8V ok)
U12's C172 output VCCO_DDR3 is zero voltage
U13's  D3 LED not be illuminated.
So maybe the component U12 or U13 failed? Is right?
Finally, What should I do for the next steps?

For previous reply above, my local (taiwan) Avnet FAE do not support HW board. That is why I continue contact with you and looking for better solution.
