Possible HDMI input

I am intrested in doing video filtering on the ultra96 with an hdmi input.  There currently is no mezzanine card I could find with HDMI. 
The HDMI data & clk signals could be broken out and connected to the high speed expansion connector, but would require level shifting to 1.2 V and either a complex IP core in the FPGA or an external chip to handle and decode the data.
Are there any ideas for this?
I am okay if only doing DVI over HDMI.

I am unaware of mezzanine currently on the market that has the HDMI interface you are looking for. May I ask what your interest in it is? Is it for purely academic purposes or somthing you would like to make into a product at some point?

For research as a master's student, I implemented a video pipeline with the Digilent PYNQ board using high-level synthesis and dynamic partial reconfiguration to allow up to 11 different filters used at once (e.g. grayscale, Sobel, green screen).  I want to try this work on this board with the MPSOC.  I want to add support for neural networks and streaming over WIFI.
It could be used for streamers.  With a USB webcam USB mic and an HDMI source, the device could mix the signals, add green screen, and additional filters and then stream it to youtube or twitch over WIFI.
It would be cool to see a mezzanine card with 2 or 3 input/output HDMI interfaces. It would be hard to support the full HDMI standard but DVI-D over HDMI is doable.
