USB_UART on PicoZed carrier V2 doesn't work

Hello,
I ordered a new PicoZed carrier V2 board and a PicoZed board from Avnet.  After putting them together, I inserted the SD card and connected the USB cable to the USB port to my PC. 
When I powered on the board, the USB_UART light (D1) didn't light up.  I check the schematics, it seems the UART chip (U1: CP2104) always goes to suspend mode.  The device manager (windows machines) on my PC doesn't show any COM port.  I have downloaded the CP2104 driver and tried on different PCs. None of the PCs detected the COM port. 
Did I do something wrong or I got a bad carrier board ?  This is the first step when I start to use the board. I am stuck on this first step.  I appreciate any suggestions.

What PC Operating system are you running on the various PCs?

Did the Blue LED on the FMC board enumerate?

Did any LEDs enumerate?

Just to confirm you were successful in installing the cp2104 driver?

Thanks for the response.  I have tried on Windows 7 and Windows 10.  
On the carrier board, the blue LED (D3, FPGA DONE), the Yellow LED (D4, PG MODULE), the other yellow LED (D5, VIN HDR) are all on (light up). 
On the picoZed board, the Green LED (D1) is also on (light up).
The USB_UART (D1, LED) is NOT on.  And the PC can't detect any COM port activity. 
Any suggestions ?

Have you tried using a different MicroUSB to USB cable? I have seen situations where the cable integrity has caused this issue. Also please double check that you have your MicroUSB cable properly secured in J2. Other than your UART, the board appears to be operating correctly.

I tested with another microUSB to USB cable, and everything works !   I should have checked the cable first.
